Information for Current J-1 Research Scholars and Professors at Portland State University


Maintaining Your J-1 Scholar Status

  1. Keep your DS-2019 valid
    Your DS-2019 document must remain valid during your entire period of stay in the United States. The dates and financial information on the document must be correct and valid while you are in the United States. Your DS-2019 is the document that must remain current during your entire period of stay in the United States. Your J-1 visa is a travel document that allows you to enter the US in valid J-1 status. Your J-1 visa may expire while you are inside the United States. Your DS-2019 cannot expire while you are inside the United States.

  2. Travel Signature Needed for Return to the United States after International Travel (valid for one year)
    If you decide to travel internationally during your J-1 program, please request a travel signature from the International Scholar Advisor Anne George. The travel signature validates your DS-2019 for use when you re-enter the United States. You may drop off your DS-2019 at our front desk in East Hall, Room 101. The travel signature will usually be ready within a few days. If you travel outside the US and wish to return to the US in valid J-1 status, you must have a valid J-1 visa and DS-2019 with valid travel signature from the J-1 Advisor to re-enter the United States in J-1 status.

  3. Health Insurance Requirement
    J-1 scholars and J-2 family members must maintain US State Department level health insurance coverage during their entire stay. Failure to maintain adequate health insurance may jeopardize your legal status in the US.

  4. Address Changes in the United States
    J-1 scholars must notify the J-1 Advisor of any address change inside the United States within 10 days of the change by US federal regulation. You may do so by emailing J-1 Advisor Anne George at ageorge@pdx.edu.

  5. Time Spent Away from Portland State University during Your J-1 Program
    If you plan to be away from Portland State University or outside the United States for more than 30 days you must contact Anne George for instructions on ways to maintain your J-1 status. Generally scholars will need to provide written documentation from your PSU department on the reason for your prolonged absence from PSU and how and why you will be maintaining your research or teaching program while away.

  6. J-2 Dependents in the United States While a J-1 is Away from Portland State University
    Family members in valid J-2 status may usually remain in the United States while the J-1 travels outside the US for less than 30 days, provided the J-1 is maintaining his or her J-1 program at Portland State University.

  7. Employment Restrictions
    J-1 scholars may NOT accept employment in the United States unless specifically authorized by the J-1 Advisor Anne George in writing. As a J-1 Scholar, any compensation in the United States is limited to that described on your DS-2019 form. The occasional lecture or short-term consultation may be permitted at PSU or an outside institution, but only with prior written approval from the PSU J-1 Responsible Office Anne George.

  8. 30-Day Grace Period for Departure from the United States
    The end date on your DS-2019 (box 3) indicates the last day of your program at Portland State University. You have 30 days to depart the US from the end date on your DS-2019, per United States federal regulation. (Please note: Your J-1 visa may expire while you are inside the United States, but your DS-2019 form must remain valid.)

  9. Early Departure or Withdrawal from J-1 Program
    If you end your program earlier than the end date on your DS-2019 form, you must inform the J-1 Advisor Anne George and prepare to depart the US. The J-1 Advisor will change your record in the SEVIS system. (Please note: The DS-2019 document is only valid if you are participating in your J-1 research or teaching program at Portland State University, regardless of the end date on the document.)

Extension of Your J-1 Status

J-1 Research Scholars and Professors may be eligible for up to 5 years of J-1 status. J-1 Scholars or Professors wishing to extend their J-1 status should contact their PSU Department. Your PSU Department will need to provide a new letter of appointment (courtesy appointment or paid appointment). Extension appointment letters should include:

  • New dates of appointment
  • Anticipated activities of the J-1 Scholar or Professor
  • Any funding provided by the department
  • Human Resources will likely need the original new letter of appointment, please provide a copy to ISSS.

Minimum levels of financial support which continue to apply for the duration of the extension period (subject to change) are $14,796 per year ($1233 per month) for the scholar, $9,324 per year ($777 per month) for a spouse, and $3,744 per year ($312 per month) for each child. Scholars may be self-funded or funded by PSU or outside agency or institution. Proof of funding is required if not provided in the letter of appointment.

ISSS will issue a new DS-2019 extension document, provided by the US Department of Homeland Security, and extend your J-1 status through the new end date.

Two-Year Foreign Residency Requirement

Certain exchange visitors on J-1 visas are required by law to return to their home countries for a period of two years to use the skills and knowledge they gained in the United States before they may reapply to enter the United States in certain visa categories. This is known as the two-year home residence requirement. Spouses of J-1 visa holders are documented on J-2 visas; under some circumstances, they are permitted to work in the United States.

An exchange visitor is subject to INA 212(e) requirement, if the following conditions exist:

  • The program in which the exchange visitor was participating was financed in whole or in part directly or indirectly by the United States government or the government of the exchange visitor's nationality or last residence;
  • The exchange visitor is a national or resident of a country designated as requiring the services of persons engaged in the field of specialized knowledge or skills in which the exchange visitor was engaged for the duration of their program (Exchange Visitor Skills List 9 FAM 41.62, Exhibit II);
  • The exchange visitor entered the United States to receive graduate medical education or training.

If the exchange visitor is subject to INA 212(e) requirement, he or she cannot change his or status to that of H, L, K, or immigrant lawful permanent resident (LPR) until he or she has returned to his/her home country for at least two-years or received a waiver of that requirement. Such waivers can be obtained under five separate bases: No Objection Statement, Exceptional Hardship or Persecution, Conrad Program, or Interested Government Agency. J-1 Scholar Arrival Check-In

The US government requires that you check in with the ISSS office. PSU is required to report your arrival date, obtain your local address, verify and copy your immigration documents, obtain proof of your health insurance coverage, and validate your status as an exchange visitor. When we meet you will need to bring your passport, your I-94 Departure Card (the white card you receive in flight which will be stamped by US Customs when you arrive in the US), your DS-2019 form, and proof of health insurance. The same documentation is required for each family member accompanying you to the US in J-2 visa status. During check-in, we will assist you in receiving a PSU guest ID card and we will also issue you an employment authorization letter if PSU will be paying you for your services.

J-1 Incidental Employment

J-1 Research Scholars and Professors are expected to conduct the research or teaching activity originally outlined in their PSU letter of appointment. On occasion a J-1 Research Scholar or Professor may be invited to participate in additional, temporary employment related to his or her academic field. Any additional temporary and short-term employment, including any lectures, consulations or teaching responsibilities for which you will be additionally compensated must be pre-approved in writing by the J-1 International Student and Scholar Advisor in ISSS. J-2 Employment

The spouse and/or minor children of a J-1 exchange visitor hold J-2 status. Persons in J-2 status may apply to the United States Citizenship and Immigration Service for permission to work in the United States after they arrive.

Social Security Card

If you will be employed by PSU and do not yet have a Social Security Card, you must apply for one.
You will need to take the following items to the Social Security office when you apply for your card:

  • On-Campus Employment Authorization letter from International Student and Scholar Advisor at OIA
  • Passport
  • I -94 Departure Card (white card you received from US Customs in your passport)
  • DS-2019 Certificate of Eligibility form

Before leaving the Social Security Office, GET YOUR RECEIPT. Your receipt is the only proof of employability you have until you receive your card in the mail. The receipt is valid 90 days. When you fill out your application, be sure to give the Social Security Office a valid mailing address.
